Verse 99 of Sūrah Al-Tawbah is the subject of a fundamental evolution in the logic of juristic inference. This verse, which in the exegetical tradition was understood as an " external proposition" praising a group of Bedouins, has been transformed in the Imami jurisprudential tradition into a " real proposition" and the foundation for the general rule of the "necessity of the intention of proximity" in acts of worship (ʿEbādāt). Employing a descriptive–analytical method with a comparative approach, this study examines the mechanisms underlying this transition from description to prescription. The findings indicate that this process is the product of systematic interaction between a theological foundation "the necessity of sincerity in servitude" and a jurisprudential tool "the identification and purification of the effective cause (Tanqīḥ-e manāṭ)". In this model, the theological principle prepares the ground for identifying the verse as suitable evidence. Subsequently, the jurisprudential tool, by eliminating the specificities of the case, extracts and generalizes the "intention of seeking proximity" as the "cause for praise". This methodical interaction not only elevates a descriptive statement into a constitutive legal rule and transforms an ethical virtue into a condition for juridical validity, but also reveals the dynamic logic through which Islamic jurisprudence formulates normative rules from the historical–ethical narratives of the Quran.
