The tension between fixed devotional rulings and changeable social interests represents one of the fundamental challenges in contemporary Islamic jurisprudence. A significant portion of devotional acts, by virtue of their taʿabbudī nature—being grounded purely in divine command without rationally discernible reasons—resist alteration. However, the overarching interest of preserving the social order, recognized as one of the most binding obligations, may at times necessitate temporary modifications to these rulings. Employing a descriptive-analytical method and drawing upon jurisprudential and principles-based sources, this study presents a systematic framework for resolving such cases of conflict (tazāḥum). The findings indicate that this represents a case of hierarchical conflict that is, a clash between a supreme, governing principle (preserving the order) and a specific, subordinate ruling (a devotional injunction). Accordingly, the principle of preserving the system, as one of the higher objectives of the Sharīʿah, takes precedence and exercises authority over the devotional ruling when the two come into conflict. The article further outlines a disciplined operational procedure for applying such change, the essential components of which include (1) authoritative verification of a genuine threat by the Islamic ruler through consultation with experts, and (2) the issuance of a secondary ruling (ḥukm thānawī) constrained by criteria such as temporariness, minimality, and preservation of the core essence of worship. This framework demonstrates that Imami jurisprudence possesses intrinsic capacity for crisis management allowing it to remain dynamic while safeguarded against the risk of innovation (bidʿah).
